There are some things in life where a hit-and-miss approach or guesswork is totally inappropriate.  The consequences of making a wrong decision in a court of law are such that the full evidence needs to be carefully examined to ensure the verdict is safe.  Similarly, government requires rigour to ensure all decisions are beneficial, and have no deleterious effect on society or the community as the case might be.

Is the government of Exeter rigorous, or are ECC decisions based  on  mere  impressions?

Letters and emails originating from Councillors and Officers in Local Government relating to the Summerway situation frequently show a frightening lack of rigour.  Proposals and action based on impressions are no substitute for those based on reality.  Far too many impressions formed by those dealing with the Club and Jim are inaccurate and false, which have caused terrible damage.  A remote ECC has no idea!  A careless understanding, arbitrary decisions and inexcusable use of innuendo is unworthy of civic leaders and officials.
