Reply from Assistant Chief Executive
A letter from Assistant Chief Executive, Ms Bindu Arjoon, on an Exeter City Council heading dated 15th September 2011 was received on 19th September, being the disappointing response to my letter of 10th September.

Dear Mr Harle,
Re Summerway Junior LTC
Thank you for your letter dated 10 September 2011.
I have considered the points you raise regarding the clubhouse used by the Summerway Junior LTC and feel that there is little more I can add as the Council position has not altered since our meeting on 10 January 2011. Consequently, I have not contacted you since our meeting and moreover, I felt it was clear at the end of our discussion that I would not be taking any further action. I am sorry if this is not the reply you were hoping for but I will now turn to the other point you have raised.
In response to your question regarding what you refer to in your letter as “blacklisting” I would like to reassure you that Exeter City Council does not maintain any such list. There is, however, an Employee Protection Register which has been put in place to protect Council staff and those contracted to work on behalf of the Council. This database is strictly confidential and contains details of individuals who have demonstrated violent or abusive behaviour towards staff, or agents acting on behalf of the Council. The register enables the Council to meet its duty with regard to health and safety legislation and the prevention and detection of crime. Information held on the register is used solely for these purposes.
Yours sincerely
Bindu Arjoon
Assistant Chief Executive
