First impressions are important, and at first sight it seems that the author of this website is trying to upset the Councillors and Officers by employing an inflammatory approach.  This is certainly not the author’s intention, and the content of the Home Page makes this abundantly clear.  Even so, it is perfectly reasonable for anyone to ask:

Why does this website appear to be so provocative?

The answer to this is historical.  This website was born out of years of frustration imposed on the Club by the failure of Local Government to respond with positive action, or giving an explanation for the prolonged delay, in progressing the Club’s plans for expansion submitted in 1999.  There was huge concern about the lease, but the Councils continued to resemble a black hole.  www.localgovernmentfailure.co.uk was created to counter the Councils’ policy of consistently ignoring the Club.  Having achieved its purpose, aided by a few widely circulated emails, this site is now promoted by the far less provocative address:  www.summerway.org
